Suppose she HAD caught someone without underwear. She would have forcibly revealed the student's private parts to all the onlookers! OK, the student could have admitted to not wearing underwear, but any student intent on self-exposure would have been assisted by the VP, and could then have said "I didn't think she was really gonna do that".

And the whole concept of a dress code for underwear is somewhat bizarre in any case. Under normal circumstances, it won't be seen: if people really want to expose themselves, they can remove it. Unless she was hoping to introduce chastity belts, with herself as sole keyholder?
