It is unclear what happened here, two Palestinians were conducting some sort of terrorist activity, or were suspected for doing this in the past, and three other Palestinians were walking in the street. Suddenly they jumped on the bad guys, disarmed them and escorted them to an Israeli Army or Police checkpoint nearby. After doing that they dissapeared again in the streets of the city.
Go figure.

AFAIK these are pictures of a caught suicide bomber, and the commander of the Police in Jerusalem ordered to execute him.

Supposedly he has a bomb attached to his chest. According to the police, he was sqirming around on the ground, trying to set the bomb off, so they shot him in the head.
According to witnesses, he had been under control for about a half an hour before they shot him out of the blue.
