Well, I happen to know for a fact that OBL is a CIA android whose programming has gone bad. Probably fell down a hole out there and some frustrated spook/nerd is sitting in an SUV in the desert, trying to get the blasted thing to come back in to base.
They need its frame to put Saddam's droid skin back on for the next escapade.
