I've been using the trial version of Wallmaster, but I'm up against its limits now and I'm not sure I like it enough to pay for it. Here's some to look at (no recommendation from me yet, I haven't tested them):

WaterWall (shareware, not freeware)
Wall Random 3.0 (Shareware again)
Right now Wallpaper Changer is looking best, but I haven't spent much time on it yet.
