Omar is no where near Bin Laden. Omar also isn't an Al Qaeda member and as you notice there aren't many loyal Taliban fighters near Tora Bora. Omar fled from Kandahar before the city fell and went north into the mountains.Osama and Omar are in the hills of Tora Bora.
Still the whereabouts of both men are unknown, and reports the Al Qaeda members gave could easily be a ploy (Ret.Gen.Grange also keeps this option open). AL Qaeda is very skilled in giving out misinformation.
