Actually, back to the standing army question, none of the Founders wanted a standing army, they viewed that as a constraint on liberty. With that in mind, I think a reasonable interpretation is that money could be appropriated to raise a standing army if necessary, but only for two year periods. The obvoius workaround (duh) is redoing it every two years, but that was not the original intent.
As to a standing navy, most of the Founders DID want a standing navy of some sort.
My opinion is backed up, the democrats here haven't back up horsecrap.

The only reason the missile defense program didn't cost more than the exteme amounts it already cost is because the Air Force realized that it was unfeasable and faked a test. Giancarlo: your chart selection is rather biased. Real Median income is not a good measure of the economy. You fail to present the purchase power of the spectrum of income categories, which would give a better picture of the economy. If Reagan was fiscally responsible, he would have rejected the budget. You also fail to show how bailing out the S+L corporations helped anybody but the heads of those corporations. You will note that I did not defend Johnson, because I don't think he was a good president.

The whole S&L crisis was inevitable once the government started interfering in banking, so you can tie the root cause of this far further back than Reagan.
I mean, honestly. The government starts insuring investments, what else is going to happen but a lot of people taking advantage of it to make risky investments? It had to topple sooner or later.
Not that Reagan did anything to fix the problem, of course. We haven't had an actual good President from any party for a long, long time.

Nice deficit. It was horrible. The democrats really messed up the US with a nice deficit, that gave Eisenhower hell to decrease. And although Reagan increased the deficit, it would inturn decrease because of economic growth.
