        There's no incentive to having nukes for a lot of countries.

        This would be an incentive because the veto is usable, unlike the nukes.

          There's a lot of disincentive to having nukes also. Sanctions pretty well suck.

              I'd like to see anybody impose sanctions on Canada while every West Euro country was also busy building their own "SC bomb"...

                What sanctions come with the bomb? Are they applied to Pakistan,India, Israel??

                      They should replace France with Japan, make a precedent for having a max of 5 permanent members. Germany isn't as globally influential as Japan, and France is just a spoiled little kid that should never have had a permanent position anyway.

                        I think this is a gimme show of political support to Japan. China would never allow Japan to assume a permanent council seat, so our support for them is at once meaningless to any real outcome and free of cost. France would also veto removing itself from the council.

                        I think the permanent seats should go to countries that are able to keep the peace inside their neighborhoods and to help keep the peace outside their neighborhoods. By choice and history, Germany is incapable of doing so. France is slightly better equipped. The UK is by far the best equipped to do so from Europe. Japan is starting to step up to the plate, but I wonder how many capabilities they will actually develop. India hasn't even proven itself capable of influencing its own neighborhood.

                              I think it should be based on global influence and strength. By your rules Switzerland is the most qualified to be permanent member.
