I read a story about a 15 year old raping two 8 year old boys... is this considered pedeophilia, and does it deserve the same treatment as adults do?
Besides if you're doing it when you're 15, it's quite likely you're going to do it when you're older too. It's the same thing as being gay. Kids who find themselves gay will stay (usually) gay when they're adults.

I guess our disagreement stems from this:
"Some people molest children and are not paedophiles."
I wholly disagree with this statement.
Pedophilia is thus different than the most common form of sexual abuse of children, which is older children (most common age is 14 years old for perpetrators) acting out sexually on younger children. Most of these older children were themselves molested. It also differs from the all too common tales of sexual predators from priests to creepy soccer coaches who victimize children because they have access to them and a need to victimize. These are people who can and often do have "normal" sexual relationships with other adults, but nonetheless have a tendency to behave in an extremely destructive manner if given an opportunity to do so. The psychological outlook for these people is much better than that for strictly defined pedophiles. With the proper mix if legal consequences and therapy the recidivism rate of these people is about one in five. He's got the Midas touch.
