To the changes - it is the next step to move from the cold-war "have-lots-of-tanks-to-stop-the-evil-soviets"-Bundeswehr to more mobile forces that are needed in conflicts today. But given our constitutional background they will hardly go anywhere in a German unilateral action.
Didn't Germany introduce conscription for women too?Blah
