    i need to know about IP addresses.

    at three am, someone accessed my blog by a link found in my ex's blog.

    at nine pm, someone with a VERY similar IP address accessed it via google query: "self biased."

    now, how do i loosely pinpoint a location using an ip? and how can i tell if it's the same person?

    reverse IP lookup

    It'll tell you the ISP, but cannot tell you location. You cannot determine location aside from what the ISP tells you on sites like that.
