I have growing doubts. California's deficit is projected at $8 billion for next year. Arnold has promised to roll back car registration fees--that adds $4 billion more to the deficit.
Davis' current budget calls for $1 billion to be save by laying off 12,000 state workers. So far, 500 have been laid off. State law requires a 30-day notice before lay offs. If Arnold announces the lay offs as soon as he takes office in November, that means 12,000 workers are laid off right before Christmas.
If not, he has another billion dollars worth of deficit.
The only good news is that this last quarter produced $1/4 billion more in taxes than expected because the economy is starting to pick up. At that rate, Arnold might have $1 billion in unprojected revenues to use.
