As far as winter goes... do they make snow-tires for scooters? The thing about other vehicles is they can be made to work in snow and ice without too much hassle.

2 stroke engines in motorcycles have been banned for a long time in the USA. There are a few around but they are for the fanatics. All the modern stuff and current imports have 4 stroke engines that require petrol only.

It is possible to adapt motorcycles for snow/ice but not easy. The Swedish police used to fit studded tyres and ski outriggers to their BMW motorcycles. Crazy! (but probably fun).
