There are some stupid implementations of ADA requirements, but the problem with allowing "common sense" exceptions is that everybody will find ways to not change or do anything, and there really is no enforcement resource to determine if an exception is a common sense one, or if it's a "**** the cripples, I can't be bothered" one.
