The reason why I often likes frames (if done right) is because I hate when I just clicked into a very long page, which means when you're at the bottom of the page you have to spent half an hour to get back to the menu... just for scrolling up... Sure, once in a while doesn't hurt, but I've seen tons of sites with a very long page (or more than one)... it's gets really annoying...
