Ah! A little googling says that the Aasu sisters are from Puni Puni Poemi, the 'sequel' of Excel Saga. This leads me to believe that any possible, ehm, dirty interpretation of the picture is not too far-fetched.

Ah, that explains the sudden appearance of this picture. (Captain Salty is a friend of mine who directed me to this picture, and who has also recently seen Puni Puni Poemi, so it all fits.
