They obviously were involuntarily taken here, quite a lot of them before it even was "America," but if you take garbled syntax aside, the statement does apply to former slaves such as Douglass, et al. Unless you want to argue we'd be better off following Lincoln's original idea of deporting 'em all somewhere else because they couldn't live in "white society as equals" (ol' Abe's quote to a delegation of black leaders, including Douglass, during a meeting at the White House to discuss the emancipation issue)
