Not that I should be telling you this for this purpose but.... if you reduce the number of colors in a .gif palette, you can reduce the file size. Reduce the colors enough, and you should be able to get the frames for your animated .gif to fit.
Since you've got photoshop, you can tweak around the lossy and other settings in the prepare for web tool and compress file size some more. Since it's small and you want to animate it, the loss of image "quality" won't be noticeable.
