Also, because it's neat and a perfectly good way to learn aspects of a language. The only problem is when people actually release them to the public. I had a great idea for a virus once. I had the Python code all written out in my head, but then I fell asleep, and it was gone the next morning.

If that's what floats your boat, then that's what you should do. Chess doesn't explore much of a language's functionality, though. Unless it's, like, a chess language or something.
The weakness with your theory is most "new" viruses are either variations of existing ones, or cheap, cheesy Office macro viruses, or both. People just don't take time to write good viruses anymore. Maybe that's just as well.

It's another anti-virus program. No, I don't know why anybody would want to make another one, the market is saturated and highly competitive.

That's not a weakness. Those people write viruses because they want attention, or want to have an impact on the world, or whatever. I was just saying that there is a good reason for some people to write viruses: to learn. A related reason is parallel to the legitimate use of network cracking tools. You learn about viruses so that you can find defenses for them. Somebody who writes a virus is not doing a bad thing. Somebody who purposefully distributes a virus is.
There is also the Frankenstein factor - "I am creating LIFE ITSELF!".
Also the revenge factor; "DIE MICROSOFT!"
Also the naive factor; "I didn't INTEND to wipe clean all those bank accounts and turn off that life support machine."
