She needs to know reliable websites which offer to rent housings for a short time. She needs to know safe, preferably student's neighborhoods (because of limited budget). She needs to know good adresses to look for training courses. She needs to know some of the common knowledge of NY that makes the life much easier for those who live their for a short time (like the best/safest subway lines, good shopping centers and such)

try richmond terrace hood on staten island , its near the ferry , cheap , low on crime , police station nearby , great view , relaxed , .....

You could also live in New Jersey and take the PATH to NYC. Don't worry, the PATH is connected to the subway. However, the service is limited to areas close to NYC (more specifically, Manhattan).

Spiff: is she going already attached to some group or program? I mean, how long does she plan to stay? Just one month, if i remember correctly? tha sounds awfuly short, really. Anyway, better info would help.
Does she want to stay in Manhattan (aka NY), or does she mind living in one of the outer boroughs? because queens, brooklyn and the Bronx have cheaper stuff in terms of housing.
ASs for shopping: there is shopping in evry corner of NYC; the one thing you don;t run out of is places to shop. For cheap and exotic, head to Chinatown. For exotic, but not cheap, head to Soho or the Village.

Is panag a fellow Staten Islander? Richmond Terrace is nice, cheap rent, a little run down though and I'm not sure about crime unless you're next to the police station. Staten Island is a nice place to live but boring as hell and the commute to the city is long. Rents are lower and very little crime though.
If they have money to spend I would suggest Brooklyn. Williamsburg, Park Slope, Fort Greene. Some beautiful neighborhoods that most tourists never see.

I still don;t get this "one month training course" bit, specially if she wants to have it be on PolSci. Are such coruses offered in europe?
Oh, on the shopping area: the most dense shopping area in NYC I know is 34th street from 5th Avenue to 8th, specially for apparels.
