          What is the actual point of the sovereignty discussion? Is it supposed to prevent nations being punished for things they do that are their own business, or is it intended to set up a framework for the Court or other groups to decide that whatever they don't like is international business and then punish the "offender"?

                    Think of them as politicians, we are the electorate, we can shout our opinions all we want and if they don't listen then maybe in a couple of months re-elections could be held. Of course the final say on matters until then is upto the 5 now.

                            Of course, should a nation refuse to acknowledge the rulings of the court, the court could always insist that said nation be ejected from the region (obviously in EXTREME circumstances only), and as a supporter of the court system and regional delegate Ceroo would be obliged to enforce the ruling.

But only if dumping effects the markets linked to the trade agrements and international trade of that nation.
                              Their loss of sovernty will entail "economic sanctions" forced upon them by the community they disrupt.
                              These sanctions can never surpass the damage done by the disruption.
                              It is just a draft. As soon as nations participate on a international level certain basic rights fall into place. these basic rights will develop as the rollplay develops. Each ruling of the court will colour the basic rights. It's just a system.
