Erm, Roman colonia names are almost always female: Colonia Augusta, Colonia Claudia, Colonia Iulia, Colonia Patricia, Colonia Victrix, etc. All named after male Emperors. Don't ask me why, but it was common practice in those days...
Another way to shorten the full name would be Colonia Locuta, which is IMO better than just Locuta (which is just weird for obvious reasons )

Seriously, I speak Twents, Dutch, English and German more or less fluently (more in case of Dutch, less in case of German ), can understand and to a limited extend express myself in Latin, French and Spanish and Dutch dialects other than Twents (the Low Countries have an incredible variety in dialects) can with some effort more or less read Esperanto, (ancient) Greek, Italian, Portuguese, etc. I'm currently learning Turkish, while Arab, Russian and Mandarin are on my to-do list.

It's a verb (as well, I guess). Its the historic or something. "Locutus" can be translated as "having spoken".
But yes, my latin is still terrible, and I'm sure I got even the past historic plural conjugation of it wrong anyway.

Yes it is, in combination with esse, then it forms the indicativus praesentis of loqui, which indeed translates as 'to have spoken'. 'Locutus sum' is a verb, 'Locutus' is not. Using 'Locutamus' in Latin to denote 'We have spoken' is like using 'He bathtubs every day' in English to denote 'He takes a bath every day'.
Granted, 'locut-' is indeed the perfect stem for loqui and thus theoretically a verb. However, loqui is a verbum deponentium: a verb which only exists in passive form but still has an active meaning. And since the passive form always uses the auxiliary verb esse (in active or passive form), that kind of limits the options
So Locutus can only be used as a verbal noun, which is still a noun and gets -us/-a/-um or variants as ending, never -o/-amus/-i/-imus or whatever...
But you got the conjugation just fine, although it struck me as odd to use the past tense, present tense (as I did) would have made more sense ('we have spoken' vs 'we had spoken') - I'm not gone yet
Just be glad that English has such mindblowingly little variation when it comes to verbs
