            Delegate term 3.

            I appoint Martin Gühmann as my delegate for this term. He will have all the powers that I as Minister of Diplomacy, Science and Trade have, including the power to appoint delegates.

            This power only applies:
            * during turnchats where I myself am absent;
            * during periods of announced absense;
            * during periods of unannounced absence longer than 36 hours.

            If none of these situations occur, my delegate will not have any ministerial powers on the areas of my position.


            In practice this means that basically I don't have a delegate but I'll let the President (or his delegates) appoint one if I'm not around. Hopefully this setup will avoid all the delegate problems we've been having so far during the turn chats.

                I will be out of town next weekend, from Friday 28/2 ~5:00 AM GMT until Sunday 2/3 ~20:00 GMT. I'll be visiting Istanbul (any photo-requests, Ben? )

                If a turn chat is organised on Sunday, I *might* be there if it's after 20:30 but I may be tired or delayed so I can't guarantee this.

                      This saturday I will leave for a big vation here in Brazil: The Carnaval.

                      Which basicly is 4 days straight of party. Therefore I will be travelling and dont expect to see me around until wednesday.

                      So I would like to ask who will be in my place during my absence?

                      Please, post in the Chat thread who will replace me in the order of the following list.
