. Really, the only thing that comes to mind is that you may be trying to move through a city, which of course can only have a maximum of nine units. In such a case you need to move units out of the city before moving units through from the other side.
Okay, i found a phantom greek tank sitting near one of my cities earlier in this game. It only appeared for a millisecond when i moved it's location in from outside my screen, before vanishing. I bombarded it with a bomber, and it suffered damage, before disappearing again. I kept bombarding it each turn until it died. From memory, these phantom units were mentioned early in the game. One particular characteristic of these phantom units were that they could not be moved by their owner, and did not even register by the owner. I suggest you scroll your screen in and out of this square, and look closely whether anything appears momentarily in that square. It disappears so quickly, that it took me a while to figure out what the unit was, and what civ it was supposed to belong to.
