Problem, the message box has the wrong script on the buttons. The gridlines were also on. I tsted my game copy with the previous turn file, and it came up correct.

Ok, so the gridlines are not a mistake. still, the message box is a glitch of some sort. It is a "Do you want to change governments now?" message box. The buttons contain script for "DESCRIPTION_TILEIMP_ADVANCED_UNDERSEA_MINES" and "as a sign of our great respect".
