    What is confusing to Americans? Was your pollution rising at that time or not? And our pollution is still lower than at start point, on the contrary as some others (Japanese).

    The Americans are taking pollution reduction seriously. The pollution tab on Washington DC indicates pollution is 35. Perhaps it takes a turn or two for it to appear that way on the other players screens.
