If the Mayans have Globe Sat then they know the words the Americans speak are the truth. The Americans will not feel compelled to wait until the Luftwaffe attacks an American city before we act in self defense.

The Americans are not seeking war with the Germans. It is the Germans who are behaving aggressively. If the Germans respect the Americans territorial sovereignty and airspace there will be no conflict. However, if the Luftwaffe engages in or threatens to commit a hostile act, all pilots in the USAF are authorized to neutralize the Germans threat.

The Americans do not seek conflict with the Mayans and pledge not to attack first unless provoked.
