Max is right! You can't force everyone reading English in their CtP screen.
Then why force someone read French or German in his CtP screen? 
Now Max you can see how your own logic can be used to support Pete's view
I think everybody here has at list basic knowledge of the English language. Otherwise been resistered here and find your way to a game would be impossible. In the contrary very few know French or German here. You can handle diplomacy messages by asking since they are not too often but sometimes it seems that the French or German strings migrate to almost any kind of messages making it too hard to go through the messages.
There are certain files that are used for that purpose so with a relative small zip file some or all those files can be sent to the owners of French or German editions.
Hopefully I have no problem with such strings anymore since most of my French and German speaking teammates have left the community
