    France notes the displeasure of Spain at the coming of true democracy to France but would point out that she has the lowest Pollution of any civilised nation, rated scarce higher than the Primitives, despite her many heavily populated metropoli.

    As part of the FPDF programme of reconstruction, following the bloody civil war we have endured, no fewer than twelve new Nuclear Power Plants have been commissioned and our own scientists have been ordered to research a means of the disposal of urban and industrial waste as a matter of urgency.

    France can scarcely be blamed for the damage and the destruction wrought upon the World's eco-system by her neighbours! I say this to Spain, Greece and Inca, "Put your own houses in order before seeking to criticise France"!

    • "The people of Wales are shocked!!!

      Several reports of natural dissasters reached Cardiff today.
      With great regret Wales announces the loss of its greatest part in northwest. Large areas once above the sea level are now in the bottom of the ocean. The great Welsh project "Fertile Land" refering to the transformation of the swamps of northwest to firtile land has been canceled. The loss of the newly founded Merthyr Tydfil has been reported which cost the life to 10.000 people. Also the settlers sent to build the city of Neath drown when the flood occured. Wales is mourning for the loss of their beloved citizens and will remember this terrible day as the "Great Flood".

      Also the deviation of some rivers and the dissappearance of others has been reported. The appearance of new rivers has been noticed also.

      The scenery of Wales has been changed dramatically and forever. What a horrible day! I hope never occur such a disaster again.

      Welsh environmentalists had warned the world for this day but none listened to them. In addition they report that a new disaster will occur in less than 15 turns!

      Therefore the Welsh government will ask from the greatest poluters, the Spanish and the Greeks to reduce their amount of pollution as soon as possible and from the rest nation to remain in low levels to avoid another greater disaster .

      The drawing of new borders in the north is necessary to correspond to the new reality.

      If St Jon is refering to the Welsh I would like to remind him that our nation might not posses some warlike technologies France poses but we are more advanced in several other areas!"

        Greece wishes to express our condolences and sorrow over the loss of life in Wales. Truly such an avoidable tragedy must never be allowed to happen again.

        Comrade Thor, we note the presence of Inca military units at our border. While their purpose is no doubt merely for visual inspection of the flooded area, we feel uncomfortable that your choice of unit is both Tank and Fighter, and would request that our old friend remove such warlike mechanisms from the area!

        Tomas de Torquemada, surely you can see how the Taramosalata River runs between Greek cities, but far from the nearest Spanish city. We ask our good neighbour to examine his maps more carefully. While our sympathies are with you over the problem of hunger in Spain, we note the appearance of great bounty in other regions of your nation in the form of numerous new rivers. What's more, you will see that our settling party is about to found a new fishing village on that very river.

        In an effort to allow the easy exit of your Cavalry officer, our Tank has moved, while a Fascist unit is now accompanying the settler for both your protection and theirs. We ask your assistance in clearing the way for the Greek settling party.

        • Disaster?? What a joke!

          This is the greatest thing to have happened to this planet since the development of life. We do not see the destruction of wild life habitats, instead we see the increase in natural flora and fauna.

          70% of the worlds life is in its oceans, and now that there are more oceans, it can only mean more habitat for these lifeforms. The Incan nation rejoices in the knowledge that mother Earth is not only healthy but throbbing with new life. All those fools who talked about the end of the world must be stunned to see such splendour.

          We hate to say it, but "we told you so" ..

          Ofcourse we are saddened by the news of the losses the Welsh have incurred, however it is for the greater good of our planet, and it was a sacrifice for a worthy cause.

          One miracle however, has left us spell bounded. An ancient road build by the Australians has survived despite the floods. Under it is the open sea, however , somehow it manages to float. Either that, or the Welsh divisions can walk on water now.

              PDRF OFFICIAL STATEMENT.

              It was noted that despite Greek criticism of Spanish and Inca homesteader's lack of cartographical education a similar deficiency seems to afflict hellenic Settlers. The PDRF is a generous and gentle nation and has facilitated the quick return of the misguided travellers as well as providing an escort for their accompanying Fascist Platoon. The route home is easy as it is simply a matter of following the river back to Grecian land. I am certain that this was an unfortunate error brought about lack of orienteering skills.

              Inca Dogs! You have been warned repeatedly about your intrusion into a French Fishery and yet instead of accepting your wrongdoing you have doubled the force occupying French territorial waters! This is a final warning - either your ships return to port or they will find a new home at the sea-bed! French patience is great but there are limits and you have reached them.

              King Constantine, following the recent change of Government in Paris I believe that we can quickly resolve the 'Les Palais' troubles that have sadly soured our, hitherto, cordial relations. As a first step I would ask that we agree a ceasefire, France will gift a map every Turn to show good faith, and once again exchange Ambassadors. I accept Welsh nervousness at the arrival of French Transport Ships in the area and would therefore ask my good friend and neighbour Tomas to allow free passage for a Diplomat to pass through his territory. I am certain that all difficulties between our nations can be resolved without further bloodshed.

                That is because both your fair cities are on the border... As for distance, it will take our settler the same amount of time to reach the optitum building site as yours. Therefore ours cities must be equidistant from the disputed region.

                Greece occupies an area about 50% greater than that of Spain, we find it difficult to understand how such an expansive nation as Greece can have a problem about a heretofore uncolonised scrap of land - especially considering that she now seems to be guilty of just the encroachment she has blamed Spain of, against France...

                Besides, Spanish forces occupied this previously unclaimed border region first and claim the right of possession.

                As for the Fascist unit that has arrived on the scene, our Cavalry unit is more than capable of looking after itself and does not require your 'protection'.

                  We shall grant entrance to the French diplomat after they cross the Spanish territory. We ask for tresspass allowance of a Welsh diplomat to head for France from the Spanish also.

                    The world seems to suffer from "Post-Apocalypse Syndrome", as tensions run high due to a series of misunderstandings.

                    Chairman Jon, you believe me to have sent a settler to build a city which would have overlapped upon one of your existing cities. I would not do such a thing, and what you believed to be a settler was actually only a Diplomat, who was surprised to have been given an express ticket home!

                    But I hope to be able to resolve this matter privately, and away from the prying eyes of the press, who are only looking to stir up trouble between good friends for the sake of a story.

                    This misunderstanding has led to another misunderstanding by Tomas de Torquemada, who believing that Greece was settling in French territory, now feels entitled to settle in Greek territory. Just calling the Greek cities along the Taramosalata River "border cities" does not make it so.

                    Furthermore, my settler has reached his destination, while the Spanish settler you have spoken of is not within sight. But let us also "settle" this matter privately.

                    May these and all the other misunderstandings of the world be resolved peacefully!

                      Noble Xenophon, that border is not agreeable. We wish to establish a city in the region and until we find a suitable settlement area in that location, no 'official' border will be
                      established.

                      We have spotted a French fighter squadron along our northern border and a deeply upset by its presence. We have refrained from defending Incan Airspace by shooting down the French fighters, however next time we may not show the same level of leniency. Also the rising number of French warships near our port is causing great concern.

                      Those destroyers cannot and will not be moved. We must defend our port and any country will recognize that we are well within our territorial waters. Your armada of ships however is entering Incan waters.

                      We do not know what French intentions are, but let it be known that these continuous incursions into Incan territory will not go unpunished.

                        PDRF STATEMENT

                        It is indeed a sad day in Paris when France finds herself surrounded by uncooperative and intrusive neighbours.

                        Noble Xenophon, I trust that our private negotiations have calmed nerves and that your conciliatory tone there will enable us to return to our historically peaceful and cooperative coexistance. The French Armoured detachment remains in situ but one Troop has been replaced by an Infantry Battalion which will aid your Fascist Platoon to find his way home. I do hope that this will be the end of this unfortunate matter.

                        My Dearest Friend and Neighbour, Tomas, I hope that you are not alarmed at the rapid deployment of French Mobile Units onto our mutual border but I fear that national security would not allow for an alternative course of action. The alterations in the nearby rivercourses do not give Spain carte blanche to expand into French land, even if that only extends to another overlapping of City Radii, so the same message goes forth to you as to Xenophon. "Those Settlers will return home regardless of consequence"! With or without escort they will be expelled as they are heading to any already claimed land area to which French homesteaders have departed. I do very much trust that this can be resolved without any exchange of threats or massing of yet more heavy weoponary upon our frontiers.

                        Chairman Thor, You have been warned repeatedly as to your occupation of a developed French Fishery but have failed even to show the common courtesy of offerring a reply to a fellow champion of the masses! Obviously, knowing yourself to be out-gunned, instead of following the path of reason and returning your ships to port you chose to Pillage my Fishery! This was the final straw and I reluctantly ordered the first French shot in anger to be fired. As promised, your Destroyers have now been relocated to the seabed and, as a mark of displeasure at your heinous act, French Battleships were ordered to open fire upon Chimbote. Two Battalions of the Corps Maritime have also been sent to reinforce the message as to how gravely the PDRF views this matter! France is no Superpower but the Inca are mistaken if they believe her to be some form of 'puppy-dog' state that can be toyed with at will. The PDRF will receive a public apology and adequate recompence, 1500g will suffice, for the damage and insult inflicted upon it or Chimbote will join us in the fight for global equality and workers' rights next Turn.

                        My friend, General Constantine, I fear that events overtook the French Foreign Ministry this Turn and my intended Peace Treaty and Map gift were never despatched. Obviously, should you offer a Peace Treaty I will accept, but in the meantime Les Palais has been ordered to recruit a fresh band of Settlers and that following their formation the City will be disbanded. At that point I trust that you will see that nothing sinister lurks there and will allow a French Transport to collect her people to find new homes. I fully accept that the foundation of Les Palais was an errant move acted upon by the now vanquished government of St Jon. The PDRF feels that no honour has fallen upon her by such a move that can only have served to fuel ill-feeling between two traditional allies.

                        • It is with great concern that the Spanish learn of yet more hostilities...

                          While it would appear France is justified in removing the Inca from their territorial waters, they are wholly unjustified in the significant armoured border incursion near Granada!

                          The PDRF is instructed to withdraw as soon as possible or face the same kind of treatment that France herself has meted out on the Incas!

                          Noble Xenophon - how can our cavalry be expected to retreat when you have boxed them in!? In a fit of pique the cavalry commander on the spot lost his temper and deported your settler for whence he came. Please note this was done without the permission of the Spanish High Command and he will face a court martial on his return...

                          Our settler is now in position - you will note that he is still two squares from the river! He is a close to a Spanish settlement as your settler was to a Greek settlement. This city will not even overlap in anyway with a Greek city. We hope that you will see wisdom as the Globesat notes that Greek cities now number at least 70 - more than enough for a Fascist state!

                          King Constantine - By building a farm and mine at the very city walls of Monterey you have violated our agreement that you would not occupy those squares. Spain has therefore acted by confiscating these to structures - Spain will not however populate them with her workers. If the Welsh prefer these will be dismantled and the Spanish cavalry will return to Monterey?

                          Spain will not tolerate the unauthorised encroachment of her borders by any nation!

                          Spain hopes that the Inca acquiesce to French demands in order to prevent further bloodshed.

                          • "The welsh with surprise learned that war broke between the French and the Incans. If the French fishery was built within a sea tile common to Starsbourg and Chimbote then I recognize the right French have it but this does not excuse the debarkation of French marines within pure Incan land. My proposal is that the fishery tile should remain under French control and the French troops withdraw to France immediately.

                            Regarding the tiles near Monterey been exploited by Welsh, may I remind you that these tiles are within Wales and solely belong to Welsh hands? I never agreed with you that I cannot build improvements or work these tiles! Our only agreement was to withdraw any military unit next to Monterey and so I had done. The fact is that you are violating my territiry and I ask to pull back your cavalry units immediately!

                            As for the Tarramosalata river after a close study from a recent map exchange I conlcude the following:
                            Although the river is closer to Greek cities both have the equal right to build a city near it. However I condemn the expel of the Greek settler from the area to give the Spanish the time to build a city there first and unfairly win the settling race using illegitimate means.

                            Finally I will permit the entrance to a solely SoL and not to a transport to carry the settlers after disbanding the city of Le Palais. I accept the French public apology for the incident and I am willing to reopen the dialog between our nations. It is a wise decision of the new government and I hope that the corrupted policy of the previous one won't further continue."

                              I will be on vacation in a land quite close to Greece known as "Italy" for two weeks, and Hexagonian will be taking the reins in Athens. I will be playing through next Friday.

                              Greece wishes to remain at peace with the world, and hopes that any grievance can wait until I return. If may be a paradox to ask for a truce when one is not at war, but that is what I am asking for during this period!

                              Toward the promotion of peace, I have moved back from the French border, and have also decided not to pursue a colony on the Taramosalata River. However, a rogue tank commander took it upon himself to expel the Spanish settler. But Spain should know that he has since been replaced, and no further intervention will take place...

                              It is to be hoped that other nations will be willing to act in the spirit of cooperation to avoid that blight known as war!
