Bob2 yes. But Bob1 better 4 and 4 again, to reveal all potential radius to squares 8,7 and 78 (from his current localization). These place can be 2nd city we need.

About build: warrior, as worker is much needed but to stop pop at 1 is not at all good.

My votes are Bob1 move 2.

I know I am out voted on Bob2 but since we are pretty sure that a move towards the deer hill will just reveal more tundra, I would suggest that a move towards the hills in the plains might be a better idea. Either way, I wouldn't move him far away from the city.

we should keep in mind that any terrain is valuable when it comes to coppper / iron / luxuries and a city near the deer hill with access to the sea would also be a nice city spot for city 3 or 4.
