The barb is not in sight, therefore continue with the settler Blake was right, as usual.
SB: 2-1 is the safe play. I'm awfully tempted to go 7, though. What do you think? The problem is that there are barb warriors around now.

Tile 4 of the plains hill next to SB is desert; 77 in mountain, 78 is plain, ie no forests. 21 is safe, as is 32. Prefer 21, I think losing a W2 warrior in an opponents land to a barb would bite us if/when we want to invade them if we haven't got there map.You just wasted six ... no, seven ... seconds of your life reading this sentence.

Someone on this map is cottaging and is cottaging river tiles. The highest GNP is now 21, and the average hasn't moved.
This cuts two ways; only one team is getting ahead of us in commerce; none of the other teams are going to be able to stop them unless they put a boot in that teams face fairly soon.
Palace, capital tile, trade: 10 commerce.
2nd city tile, trade: 2 commerce.
Financial Gold Mine or on River: 7 commerce.
-1 from upkeep.
Total = 18 commerce.
Now just add 3 more from a financial lake tile.
Or without a second city:
Palace, Capital Tile: 9 commerce.
Financial goldmine on River: 8 commerce.
Total = 17 commerce.
Now add a lake tile (3 commerce) and forest silks (1) commerce.
Total = 21 commerce.
It's kinda bad that they have a gold mine like that, but it doesn't indicate that they're doing anything special or even that they'll have extremely strong commerce in the long term, for example 3 of our cottaged floodplains quickly surpasses a goldmine. This team will be able to research some early techs quickly, they can probably get CoL if they want it, or beat their neighbor(s) to any key military tech. I wouldn't say it's indicative of long term threat though.

If its 1960BC we needn't worry about encroaching barbs for quite a while, especially as we're on a fairly low level.
There's not much we can do about the commerce rate of a civ on another continent but wait for the consequences. The Horde and the Mercs will be over there too.
