The basic concept of our old RP Team in the PTWDG was that our team organization would match that of our in-game government.
Under despotism, that meant one guy was in charge - period. There was a "democracy" element in that everyone else on the team were his advisors, subordinates, or potential adversaries. He could be overthrown at any time through a majority vote (which would be RP'd by having a palace coup). Any coup would, of necessity, replace the old despot with a new one.
When we transitioned to monarchy, we went with a more feudal approach. The leader of the team was the king and as turn-player got to call the shots on kingdom-wide stuff. That said, the king granted each team member their own city (or cities) and each team member had the ability to set production in their city as they chose if they wanted. This REALLY changed the dynamic of power on our team for a while, as we had to collaborate on team policy in essence like a House of Lords.
Then we got most of our empire conquered and were booted off our home continent.
That said, in exile on a seperate continent, we did form a republic with a President-Senate model at first and eventually a President-Prime Minister-Parliament model (President picks the PM, but the PM runs the show - must consult with the team and get their approval on decisions).
Civ4 has far more complex Civic options, so it would take some work to figure out exactly how all of this would work, but it could be fun.Long-time poster on Apolyton and WePlayCiv
