    Team Gathering Storm accepts both proposals.

    Deal 1:
    AC transfers Civil Service to GS.
    AC's 150 beaker debt to GS is cleared.
    GS agrees to research Feudalism as the next tech and transfer
    Feudalism to AC the turn it is completed.
    GS agrees to transfer Paper to AC upon completion.
    Furthermore, AC agrees to not contest Liberalism.

    Deal 2:
    Open Borders for purposes of trade commerce only, units are to respect
    cultural borders.

                      • Perhaps the declaration of war/peace proposal should look something like this?:

                        We have in the past communicated to you that we consider the land you recently settled ours. Yet the people of Gathering Storm decided to fake muteness and ignore us whenever it suited you. We are telling you now that we will not play along with such games. Therefore we have declared war on you to reclaim the land rightfully ours, or failing that, prevent you from ever using the land around it.
                        Know that this is not a war we wanted. We were and are interested in permanent peace and cooperation on this continent as long as you don't try to play tricks on us. Therefore we will accompany this declaration of war right away with a peace proposal.

                        You give:
                        the forward GS base on our territory
                        You gain:
                        you no longer have to give us Paper, as compensation for the cost of building a settler

                        • I agree to the text, but don't agree to the proposal - it asks too little from them for all those years of delays and as you say "ignoring us whenever it suited them".

                          • It's a good text, but we don't really want that city, do we?

                            Maybe change the demands to (ofcourse in nicer diplomacy-talk) :
                            GS lets us capture the forward city without resistance (ie: no military defenses inside), we will burn it, GS gives us paper, GS will never build a city further north (on this continent) than its other cities.

                            I still think they get away pretty good with this deal. If we demand anything less, they will never believe we will stop a war for that.

                              • I know, they will know that too.

                                That's why I propose a "realistic" deal. A deal which, if they agree to it, is actually better for us than war.

                                There's no point in proposing a peace treaty which GS knows we will never honor ourselves.
