There were other civics that we perhaps could think of too. Coupled with representation and specialists, Pacifism is a powerful civic. Coupled with towns, Universal Suffrage will give production while making specialists less effective and will allow us to “fund” the development of a few selective cities – NB Market/Grocer/Bank in Bombay or granaries in far-flung cities. It may also free up some of the production tiles in cities that are designed around commerce (eg mines and workshops -> windmills and cottages) where the effect of libraries, markets, academies will give a better return to science.
