I don't know why he saved my life. Maybe in those last moments he loved life more than he ever had before. Not just his life - anybody's life, my life. All he'd wanted were the same answers the rest of us want. Where did I come from? Where am I going? How long have I got? All I could do was sit there and watch him die.

I believe the upcoming term should be one in which we prepare for the future. We are the largest, most populous and mightiest nation that we know on the planet. If we maintain these leads we can create whichever future we choose.
My time is short at this moment so specific ideas will follow later today and tomorrow.Yes, negotiations could take some time.

Initial thoughts
Other Nations-
We currently have contact with 5 of the 6 other nations we share the planet with. We have the edge against each of them. Those that approach us in size we dominate technologically (France and Rome.) Those that approach us technologically we dominate in size (India and Aztecs.)
Another key point about other nations is that none of them have the capacity to transport military units or settlers over ocean. This will allow us a small period of time where we will not have to worry about others making excurisions onto our continent.
Moratorium on Tech Trading-
Because we have the edge over other nations I support a ban on tech trading during Term VI. During the upcoming term we should be able to establish a dominant technological advantage over all other nations. Technology trading will help them more than it helps us.
Treasury-
Our treasury's purpose at this point is to maintain domestic operations in our nation. I say this because we cannot use money to complete city builds nor are we in need or military upgrades at the moment for no others can reach our shores. I therefore advocate a science/money mix that maintains a small operating +/- each turn. When others can reach our shores I advocate developing a finacial reserve for the emergency upgrade of 4 units in defense.
Expansion-
We should work immediately toward the establishment of cities in the one remaining east coast site, at least 2 of the 3 southern sites and we should also build a city in the center of the island just off our western shores. In addition I advocate the incorporation of Mauryan into our nation to complete our unchallenged hold on the continent.
Consolidation-
The above expansion will increase the domestic maintenance cost of our nation. This will be countered by the imminent completion of the Forbidden Palace and the establishment of courthouses, markets and groceries. The short term cost will be well worth the future increase from 16 to 21 or 22 productive cities.
Tech polls-
Because technologies have the potential of being researched at a rate of more than one per turn chat, I may experiment with multiple choice or multiple part polls. Polls where a single choice does not lead with 50% or more of the votes will be deemed advisory and not a mandate of the people.Yes, negotiations could take some time.

Seems silly to rule out tech trading its a useful way to get cash when you have a comfortable tech lead, it is also the easiest way to keep relations with other civs stable as they appreciate a civ that trades with them !

First and above all, I want to tell how pleased I became to see our
future M.Finances work; I also saw we agree about some points,
better, and may be disagree about others, even better.
Other nations: indeed,it looks we are on the lead; peace or war, as
we want, that's the important, IMHO;
Tech trading: if "ban" is a steadfast decision, no; if just we see that
we do not need the trade and just do if convenient,yes;
Treasure: agree, balance the budget, just a reserve for an
emergency, not exactly for the appointed reason, but because we
can build fast ground military;
Expansion: just budget protection put me at slow pace; the east
site is on the way (4 turns plus arrive there); the south sites, to be
deeper seen and spoken, they are so poor; that little (but nice)
west island, I saw it, just needs protection, so MOD' last word;
Mauryan, a so so place, with chain farms can handle, I can live
with or without.
As far as I see, my fellow M.Finances, the most important is we
always do ONE Concordian plan and not several sectorial plans not
fitting amoung themselves.
