Where does the settler go?

We can go where the archer is and squeeze PaL. They aren't returning phone calls anyway and a protective archer on a hill in a city is tough.

We could go to the grass hill south.

We could go to the grass at the end of the river.

We could put it down right where we are.

Any ideas?
