I think it might be easier to run a first round with a single leader preference then see how many duplicate leaders we have, and take it from there: one duplicate out of seven doesn't seem too lacking in variety to me, but seven Sitting Bulls might be a bit OTT.

Can I suggest we have the following ruling on the matter :
Multiple civs are allowed, but each civ must have a unique leader.
Teams are to submit top 5 leader choices to CyberShy by PM
If there are any duplicate leaders he could roll a dice to decide. Highest score wins, fair and square.....

Sounds fine to me Rob.I don't know why he saved my life. Maybe in those last moments he loved life more than he ever had before. Not just his life - anybody's life, my life. If we're being pedantic, it should be seven leaders per team, but 5 should hopefully suffice (and will be hard enough to agree anyway).Comment

I'm in favour of allowing duplicate leaders, far better to start with a "happy" game where everyone has what they want.
I don't have a problem if everyone has the same leader, let's see who plays it best
