The UN units would then represent peacekeepers. Also, any civ that is member of the UN council could give military units to these "peacekeepers" using a 'tun over" command like in SMAC. The other good aspect of this idea is that it gives real power to whoever is elected governor. If the other members pass a resolution to intervene in a war, the governor would have full control over these
UN units and could attack another civ without diplomatic penalty. Conquered cities would become UN cities.
