Aye, Nuclear Warfare is about to start playing a big part in my current game. Global warming from Factories already heating up, and atm i'm in the middle of a very effective Conventional war with America, as my Transporters are all overworked bringing the Hordes of American slaves back home (it's literally tanks one way, slaves the other!!) , i think i'll start planting some forests (apart from next to rivers!) and have a nuclear war with China!!
Also, i think I'll make Nottingham an 'island', they dont really fit in with the rest of us normal englanders.
So, If i get enough American Slaves ( i aim to get at least 100 to add to my presently large work force) I can keep all major cities forested for a few millenia (a bit of starvation may happen but thats ok right?), and eventually, after global warming dies down i'll have the upper hand being the only grassland empire left no!?

Actually, Hills can turn into plains with global warming.
In my own game, a tile of Hills with Gold got converted to plains with Gold.

But surely for someone deadlocked in the Modern age behind a couple of stronger AI, it could be considered a stratagy to let off a few dozen nukes in non-ai terrority (while maybe undertaking some terraforming work) and grow forest , then sit back and wait for the AI to fall into the dark ages??!?

I once carpet-nuked an entire continent indiscriminately. It's worth it, just to see the orange haze that hovers over the WHOLE thing. You can also send in your troops to pick through the rubble, if you can FIND the cities.
