A pair of marines were stationed outside the facility. watching for Incan reinforcements. They saw a blaze in the sky.

The Penatration was optimal, the designers would have been proud, at least if it weren't for the fact that 50 of their countrimen, elite millitary men nonetheless, were destroyed by it's radioactive fires. also according to it's design the ground absorbed most of the radiation and there was very little outside of the five target areas. (Not neccesarily bomb locations but nerve centers) The Labyrnith was demolished. Half of the rebelling forces were destroyed. the Nicaraguan offensive was uninturrupted.

A very sollemn funeral was held for those who died in the bombing. Pres. Pluto expresses his regrets.

You seem to be mistaking me for the Usurper. Although I do share a bit of the ideas of teh Martian Way, there is a huge difference between to two situations. First, we were/are native to Mars. Second, we control a very large portion of Mars. As a result, our claims on Mars are approximately 749% more legitimate than Swedish claims on Jupiter.

OOC: Ok, the EMP grenades is a SECRET project, so you guys don't know yet, i'll ignore the bit about it.

Military Actions

The UK has launched several CAMs into the bulk of the rebel Incans, the explosions much like a meteorite impact creative massive shockwaves and choking dust, killing all soldiers in the few miles around the blast. Estimated Incan losses are several hundread thousand, more reports will not be known till later.

After the CAMs were launched the UK along with Camerixco forces led a counter-attack on the Incans, regaining some ground they had lost recently, Incan casualties are high but they just keep coming...

Some Armor divisions shipped to Incan capitol to help in the peacekeeping forces, not enough to stop anything more a show of support then anything else.

A 10th of the UK space fleet along with colinization vessels was sent to Jupiter, to colonize the northwest section of it. Some minor automated defenses were destroyed, but because of the naval superiority none were loss.

To Sweden

We do not accept your claim to ALL of Jupiter and its moons, and the UK itself has claimed the northwestern part of Jupiter. We even now preparing it and landing colonists. I have sent a 10th of our might space navy, more then enough to deal with you should you even attempt an attack. If you do such an attack the UK will no longer reconize you as an independent nation and treat you just as common criminals, no mercy will me shown to any one of you found then.

However, if you acknowledge our new colony, I will sign a NAP pact with you, since it seems you have your hands full with other nations. It is up to you to decide.

Military Communique (Secret) to ULS:
Surviving ground troops have confirmed ALL nukes destroyed.

Since it was a bunker buster, it drove deep underground before detonating. Therefore, the fireball was mostly contained and fallout limited to the immediate area (soil and rock debris captured it and buried it). Fallout zone is small and no threat of major spread beyond Panama. Full damage to Labrynth unknown but we don't expect much remains. Full report to follow soon.

We mourn the soldiers who perished, including the brave General Carlos, Pvt. Edwards, Labrynth defenders, Spec Ops, and all ULS troops.

Though you have done us a favour, the public does not know we have asked this of you and probably won't believe it. The anti-ULS rhetoric to come will be strong, but know that the NAF military is indebted to you. We know the truth. The politicians will howl and rage, but the military will never take ANY action against you. Already this event threatens to tear apart the NAF, but do not fear. We will resolve this internally.

NAF High Council (NOT secret) to ULS:

You have dropped a NUCLEAR weapon on NAF territory destroying the Panama Fortress and killing thousands of NAF troops! This cannot be condoned!

We demand an immediate explanation and apology!



SWEDEN:
Even though we have an NAP, we must state that we cannot condone ANY action against the UK, whether automatic or not. The support they have shown in our recent war with the Incans will not be forgotten. We are still part of the Pact of Freedom (minus Russia), so we will defend our allies if attacked.

Reminder that though the US space fleet was medium and Canada's is medium, together as the NAF fleet, they are HUGE. Reluctant we are, but if the UK is attacked and asks us, we will go to war with you.


OOC: UK, I didn't mean the EMP grenades, I meant some kind of large scale EMP device. I figured you had to have one currently existing, or in the making, in order to develop the much smaller EMP grenades. We don't know about EMP grenades, just that your country have advanced EMP tech (that kind of info leaks out)

"Come to order! Come to order! This emergency meeting of the NAF Grand Assembly will come to order!"

The speaker hammered his gavel against the mahogany throne until the shouting and shuffling finally subsided.

"We are gathered here today, the entire Assembly composed of the US Congress, Canadian Parliament, and High Council to discuss the recent turn of events. Speaker recognizes Chancellor Trent."


The distinguished grey haired statesman rose from the sheaf of papers that surrounded him and looked around the room at the thousand representatives of the Continental Assembly.

"I stand before you today in the shadow of tragedy. The light that was just beginning to dawn on our nation was extinguished with the recent events in Panama. While it seems inconceivable how our nation, which has made it our prime doctrine to avert such a catastrophe as engulfed our nation more than two decades ago, has once again fallen victim to nuclear holocaust. While we have failed to uphold the mandate given to us by the people of this brave continent, we must take a reasoned approach. We owe it to our soldiers, and to our past - our heritage - to do what is right now.

I have heard rumours of retaliation and of cutting off contact with the ULS. I forcefully remind the Assembly that this would serve NO ONE and only harm us as a continent and as a people.

We should remember that this action by our allies the United Lunar States, SAVED lives. Nuclear weapons in the hands of the Incan rebels could have caused millions more deaths. It was the lesser of two evils and we should applaud them, not demonize them. Let us move towards a resolution of the conflict with the Inca and let nothing sway us from the good course we have laid these past years. We will have peace, we will have security, and we will have justice. "

The Chancellor sat down to scattered applause from his supporters and snorts of derision from his enemies. The majority of the Assembly simply lay silent and watched for the reactions of others.

"Thank you Chancellor Trent. Speaker now recognizes Prime Minister Young of Canada."

"Thank you Mr. Speaker. As representative for Canadian Parliament and the Canadian people, and in my duties as Commander-in-chief of the Canadian armed forces, I must ask, how did this come to happen? How did we ever lose control of the nuclear facility and how did the missiles ever get into the hands of the Incans without us destroying them first?"

"Speaker recognizes General Hogarth, Supreme Commander NAF Forces."

"Thank you Mr. Speaker. In response to your question Mr. Prime Minister, I'm afraid I have no good answers. We don't know why the auto-destructs on the nukes were disabled or how the Incans managed to find the silos so quickly. We have started a major investigation but we will not likely know for a year. Most of our witnesses were killed at Panama and the place is a wasteland. It will be hard collecting evidence. As well, we are still in a war with the Incans. While the IIF is down to less than half-strength, having lost more than a million confirmed casualties in our latest offensive with the UK and ULS, and although most of the IIF is in Nicaragua, Panama is still not a safe zone. The investigation takes a back seat to security concerns. I assure you that we will have a report for you in one year.

As for the silos in Honduras, we have rectified the situation and the nukes in Honduras have been equipped with triple automatic self-destructs fail-safes. We also have four levels of manual backup plans. It will not happen again."

"Speaker recognizes Congressman Julia of Honduras."

"We joined the United States of America for many reasons, but the key platform that won the referendum was protection from the Incans. I don't see this promise being kept. Given the recent events, we do not want to be overrun by Incans and hand over the keys to Honduras. We don't appear to be stopping them in Nicaragua. We have weapons of mass destruction, why not use them against the main concentration of the rebel Incan army?"

"Speaker recognizes Congressman Cortez of Nicaragua."

"Congressman Julia is mad! Nicaragua will not stand for this. Imagine if you will, if it was your state. Furthermore, it is our stated explicit aim to avoid nuclear detonation on Continental soil. Using weapons of mass destruction would be akin to nuclear holocaust. Biochemical weapons would slaughter indiscriminantly - there are millions of civilians still there - and the ground would be toxified for decades!"

Above the heated exchange that followed, the Speaker manages to quiet the Assembly. "Speaker recognizes Chancellor Trent!"

"With all due respect to those involved, there is no chance of us deploying any weapons of mass destruction against our own troops. This has always been against our policy and we have no intention of changing that. We will defeat the rebel IIF through conventional means. This discussion is closed."

"Speaker recognizes Senator Evensong of Texas."

"Is this why you asked the ULS to drop the nuke for you? Because you didn't want to have official responsibility? Because you wanted to hide your involvement with the plan?

We have reports indicating secret communiques between Supreme Commander Hogarth and the ULS Fleet! "

Senator Evensong motioned to his aides and an image was broadcast onto the holoscreens. It showed the communiques as well as spy tapes made of the Chancellor in discussion with SC Hogarth. A murmur spread through the assembly. This did not bode well for Trent or Hogarth.

"As you can see here, while illegally obtained, we also have evidence showing that you, Chancellor Trent, were aware of these communiques and did not stop Hogarth or the bombing."

"Speaker recognizes Chancellor Trent."

"And what would you have instead? Houston engulfed in nuclear flame? Los Angeles? Montreal? Mexico City? Because that's what would have happened if the Inc-"

"We could have shot them down! There were alternatives to dropping a bomb on your own people for god's sake! And if you had to do it, at least you could have had the balls to do it yourself instead of calling on your ULS lackeys!"

"Speaker does NOT recognize Senator Evensong! You will address the Chancellor with the respect due his position."

"I will do no such thing! In fact, I do not even recognize the Chancellor as having any authority whatsoever! I do not recognize this assembly, the council, or any continental governing body as having authority over the United States Congress!"

With that, Senator Evensong walked out of the assembly followed by his aides and the sixty members of the Isolationist Party.

What happened next took the Council and Assembly by surprise. Congressman Polk, along with the ninety members of the Manifest Destiny Party (traditional enemies of the Isolationists) followed Evensong out.

Even Congressman Maranos of Mexico, one of Trent's staunchest supporters, walked out with a sad look. He stopped by the Chancellors seat for but a moment. "Miles, you got us into this mess, I won't see you dig us any deeper. From now on, we'll take care of things ourselves. "

Two hundred and seventy American Congressman and Senators walked out along with a hundred Canadian MPs. Nearly forty percent of the Assembly had gone.

Trent stood bewildered. His dreams of the NAF had been crushed. "Arrest him!" Hogarth hissed. "Evensong will only cause trouble. Stamp this rebellion out now!"

But Trent merely stood there shaking his head. He was, if nothing else, an adherent of the law. "NAF won't be finalized for another month. The proto-Chancellor doesn't have that power. He has a right to walk out."

"Spirit of the law, not letter!" cried Hogarth. "You don't know what the consequences are!"

"Is this how I want the NAF to be founded? By bullying? Forcing elected representatives of a democracy to agree with me? Throwing them in jail for having their own consciences? Maybe I made a mistake. I should have ordered it myself and kept the ULS out of the bombing."

"It won't be founded at all at this rate! Evensong isn't going to go quietly!"

The assembly watched as Hogarth became more and more exasperated with Trent and stormed out.

Chancellor Trent pleaded with the rest to stay and work things out. The Assembly did not look convinced and the High Council had little hope. Trent was making little progress.

Then Hogarth returned with news. After hearing his message, Trent paled. The Assembly quieted down and waited in anticipation.

Evensong was talking to the media. Immediately following the news reports, the people took to the streets. Riots were breaking out and supporters of the NAF versus nationalistic patriots were getting into running battles. Police were helpless to stop such massive rioting and did not even know which side they were fighting for. Individual police chiefs, mayors, councillors, and military home guard commanders each declared their own allegiances.

Supreme Commander Hogarth was sent to rally the troops. He had to ensure that the military stayed loyal to NAF High Council.

Trent put the rioting on the main screen. As the Assembly watched the cities become engulfed in violence, their opinions of Senator Evensong hardened. The Assembly was shocked and angered when Commander NW Theatre sided with Evensong. Whatever the NAF's flaws, it could never justify civil war.

In four hours of fierce debate, the remainder of the Assembly had unanimously voted for a State of Emergency and declared their allegiance to the NAF procedure. Unfortunately, while they were unified behind the cause, they were not unified behind their leader. Trent was granted emergency powers by a vote of 445 to 221 - only narrowly passing the 2/3 requirement.

Summary:

IIF has maybe 1.5 million troops left. We suspect that they will soon surrender (1-2 yrs) or be eradicated.

NAF forces in Honduras haven't declared allegiance but either way will fight the IIF. Commander there have agreed to put aside all differences until after the IIF is defeated.

Massive rioting in all major continental cities.

Commander NW Theatre rebels (BC, Alberta, Sask., Alaska, Oregon, Washington).

Trent has been given emergency powers - civil liberties suspended.

Space Fleet is unsure of allegiance. They have no desire to bombard their own cities or each other. Staying out of it until one side starts winning.

NAF will be in DISORDER for some time. All diplomacy on hold except for emergencies.


OOC: In case you didn't catch it, the Senator sent Commander Garcia to help the Incans get the nukes so he could provoke this crisis and derail the NAF process. That he was willing to give the IIF the nukes should indicate his mental state.

President Pluto of the ULS formally apologises on the rebels behalf, when asked to apologise for the nuclear assault he refused saying:

The Camera panned across a dusty S. American street, coming to rest on a figure in millitary garb with a mowhawk. Reperasentative Mimo Tencho, some called him the new Hitler, some called him an opprotunist, some called him their god.

"The National Ressurection group in Incaland has been gaining power for the past year. it wishes to use cloning and other outlawed technologies. they don't hold a majority yet, and are several seats from it, but at the rate that they're growing it is estimated that they will have a 75% majority in 3 years. They have already forced legislature to leagalise cloning the peacekeeping forces from other nations have been returned and the rebels have ended the fight and joined Mimo. The clones, currently used in the Industries to create the first Incan Battle cruiser are swelling in number. Since they are people they are allowed to vote and most have given tribute to those who allowed their creation. Legislarive actions to allow clones in the army is coming up next year."

The Incan Republic, same PM still, offers NAP's to any who will take them.
