Is there a way to not allow the Russians Democracy through editing?

I'm wondering if there are any kind of custom edits I can do to not allow the Russians the tech path the Democracy or Republic.

Is there a way to do this? I want them to end up using Communism...

Civs have "Preferred" and "Shunned" governments in their descriptions. I don't know how much impact those settings actually have.

The AI rarely builds a civilization in which Communism is a "better" government choice, so I suspect it would be somewhat difficult to force them to make suboptimal choices of that sort.

You might also try the help or the general fora, as they may have a wider readership and the mechanisms involved are likely the same.

The Russians already have demo as shunned gov type.

I don't see how to prevent them if the attractions over-ride the shunned hurdle. I'm not even sure what that hurdle would be.

Creation would be a better forum for this.
