The assyrians are already included in civ3.
From civ3.com:
Because of the historical significance and legendary status achieved by the city of Babylon, the term "Babylonian" is often used as a blanket term to refer to all of the cultures and tribes of the southern Mesopotamian region, including the Sumerians, Akkadians, Amorites, Hittites, Kassites, Assyrians, Arameans, and Chaldeans."The only way to avoid being miserable is not to have enough leisure to wonder whether you are happy or not. I voted for Austria-Hungary, even though I consider Austria part of the german civlilization, while the Hungarians alone weren't important enough, I'm afraid."The only way to avoid being miserable is not to have enough leisure to wonder whether you are happy or not. "

Hey, you left out the Byzantines! They are a shoe-in for the next XP. I would say Dutch, Inca, and Hebrews are also shoe-ins as well.
I would suspect that Firaxis includes another African civ such as Songhai or Mali and then perhaps the Poles, Portugese, and Khmer. It's difficult to say who will be in past the shoe-ins, given such a large number of civs to choose from.http://monkspider.blogspot.com/

As I said earlier, Byzantines, Hebrews and Inca, and probably the Dutch as well are all virtually shoe-ins for the next XP. They an order of magnitude or two more famous/significant than most of the civs. Dutch maybe aren't quite shoe-ins just because of the number of Euro civs worthy of consideration.
The really interesting speculation is who will take the last three spots. I think a african civ is likely, followed by two of the following: Poles, Portugese, Khmer.
I don't think there's realliy any other civs Firaxis would take under consideration. Someone might make a case for Polynesia, or perhaps one or two other odd civs I suppose, but I think it really just comes down to those tricky last three spots.http://monkspider.blogspot.com/

The only problem with Khmer is that they are quite a bit more obsecure than the other civs on my list, well they are about as obsecure as Mali, but Africa needs another civ far more than Asia.
However, I do think they are probably just famous enough for Firaxis to include them. There was the whole Khmer Rouge thing that probably stirred some interest in them. They were also mentioned in the recent Tomb Raider movie, so that always helps them out a bit.
If Firaxis deciedes to add another Asian civ, I think that it would almost have to be Khmer. In fact, I'm pretty sure that they would they would take them by a pretty good margin over some of their closest rivals, like Polynesia, Thai, Annam, and so on.http://monkspider.blogspot.com/

Hungarians are IN! As barbarians (Magyar), but I think that that doesn't count...
What I want is Finns/Samis. With unique unit ski-warrior. Improved speed&attack&defence on tundra and snowcapped mountains.I'm not a complete idiot: some parts are still missing.
