Do the Vikings have a ship that can go on the ocean early? If so then I'll probably do them. If not I may try the Mongols.

First will definitely be the Celts. Brennus looks cool, the Gallic Swordsman looks cool and I will easily overpower my enemies (since hoarding up warriors in anticipation of a swordsman upgrade is one of my favourite unit-building strategies).
Next will be the Spanish. Explorers be damned, they have a better unit to use to pillage the enemy.
After that, the Vikings. Marine units before cities become so huge and defensible seem too good to refuse.
