I think that regadless the fact that it is historically or logically true or not, it was a gameplay balancing decision.

If I could choose, I'd go for CyberShy's idea: the wonders should generate culture points again. At least after a number of years or in certain conditions (assimilation of natives or happiness-WLTD or something else).

It makes no sence that such a city is completely cultural downgraded after an attack.

Imagine hordes of Dutchmen driving down the Champs-Elyse with their vans. Uahh scary

But you got the point a city has often more than one sign of their culture and even captured ones keep their identity and their cultural heritage. So the value shouldn't drop to zero but only be reduced.
