Units depending on some improvements

Quite glad to hear this, would go even further than just one improvement requirement for units.

Carrier: harbor, barracks, naval base, naval air station, shipyard.

After all the only place the US builds these now is Newport News and even during WWII only it was just 2-3 shipyards building the South Dakotas and Iowas.
