Reading from the Canadian Oxford Dictionary:

Instigate: urge on or incite others to esp. a foolhardy or drastic act.

So, America is not instigating. We would be happy if other folks would shut up and leave us to our work, which is to protect ourselves from definite threats. Those who convince our friend SH that he has any options are instigating, however. He should give up his weapons and go back to routine torturing of his own people.

When they stop knocking down buildings we have worked in and stop threatening our grandchildren with virus or nukes, we will calm down and proceed with getting filthy rich. Until then, not.
