The following petition has come before the court of PBEM fairness and rules enforcement
The facts: Civ A has horses. Civ B has iron. Civ C is attacking the weak and defenseless Civs A and B.
Civ C charges that Civ A is selling zero extra horses to Civ B and then pillaging roads to get the horses back in less that 20 turns. Civ B, in turn, is sellling zero extra iron to civ A and using pillaging to cut the deal short. That way, both are building a stead stream of knights.
Is this behavior reprehensible, nefarious, clever, admirable, actionable?
I would have no problem with that. I would have a problem if done against the AI, who doesn't know to do the same thing, but against other humans, I think it's fine.
If they go to the trouble of pillaging and roading every time they want to start building a new knight, so be it. It's not like it's unrealistic or anything, either.
