also as Italy has the turn straight after Spain then the game flow will not be effected

Well, it can get allied with Spain.
Paddy, please understand that I would like this scenario to begin historically, only allowing different twists after the early turns. This means that Spain will not begin the game allied with anyone, so it needs its own player. If you wish to play Italy, we can make Spain an AI player, as that nation was pretty much neutral during WWII.
Turn order change is tested, and working.
