Well, I guess that I am just cursed then. I usually find a lux (single sometimes double) and then can never find any strategic resources. Sometimes it is good, sometimes it is a real pain.

I don't generally have problems with strat resources, since there's generally 1 per person at minimum of those. It's just that 1 lux or at most 2 for each one makes trading them hard/impossible, which hurts the economy of the game, which is a good part of the interest for me.

don't forget the map for this game is generated for 4 players. i think C3C then makes four (plus/minus one, or two?) resources max of each.. although if you have a cluster of 3 or more luxuries, then luck is on your side.
anyway, you always have the option of campaigning to create a monopoly

Ah yes, I forgot the distribution engine. From my map making experience I think that it tends to be 1 per civ of early resources (maybe 5 of horses) and then there will only be like 3 coal or 3 oil. The later the resource is the smaller the amount available. Of course what is available might be clustered somewhere forcing a campaign to prevent a monopoly.
Wow, that's not very many. I think definitely 1 per civ should be out there -- not necessarily at your home area, but certain resources are pretty key -- saltpeter, iron, coal -- and pretty much destroy your chances if you don't get them ...
