Russia and Spain have been technically at war since the Swedish 'incident'. Yes, I sank two of your ships. Sorry, I should have given details.
If that was just your advance scout force then my harbours are the last place my ships need to be (except for repairs^^)
I don't think I've ever had a naval war in Civ. I'd better watch Master and Commander again for tips.

It's a pity there's no bombard on these things. Naval warfare is boring without it!
But yes, your Navy should stay in harbour, since you've only got 6 Ships of the Line. You also seem to be a bit short on Cavalry, old chap
