    I'd suggest looking over the etiquette/exploit list to make sure everyone is aware of them and agrees on the options before beginning.

    In particular:
    1-2a
    1-3a
    1-3b
    should be specifically agreed to. Likewise with the possibility of combat reports. The content of these reports is up to the group to determine.

    Other items that bear repeating:
    Rules
    11) All players expected to make simple 'sent' post in tracking thread each turn, listing year played, except when technical problems interfere.

    and
    etiquette/exploits
    1-3 Players shall not exchange in-game information until they are represented on each other's diplomacy screen.
    3-1 Players shall dismiss all pop-ups (when allowed to) at the beginning of their turn until the 'production phase' is complete.

          My fault for not setting this up real clearly, but disallowing ship chains could be considered the 'optional' rule. Did you mean to allow or disallow them?

            I would personally disallow them (as I've said before), because using game mechanics to move units instantly across entire oceans is a bit too gamey for me.

                I like ship chains. If you increase individual ship movement, the attacker has an unfair advantage. But with chip chaining you get the benefits of high movement (comparable to rails) without the tactical unfairness.

                But perhaps for consistency we should adopt all optional rules. What do the others say?

                Battle log sounds like a good idea.

                    I'd really like that our game doesn't end up going to the "lawyers" over some really silly stuff. Say for example I post "turn sent" instead of "Turn 100AD sent to Soltz", which apparently would be a violation of article 11, as referenced from section 1-2a, 1-3a, where we all put our nice little initials....

                    with all these rules, it almost seems unavoidable, now that everyone who followed the discussion has a clear picture on how to cheat.

                    as for ship chains, what's the big deal? many many weeks from now, when we'll all know where everyone's major ports are, wouldn't we probably all have ironclads/destroyers/etc (bombers too?) ready to sink the transports of our enemies? railroads kind of give the same exact benefit right?

                    now if we aren't able to get a unanimous decision about ship chains, let's just do it by the book?

                    and for battle logs, that sounds like fun. not sure what they have to contain exactly, so I'll do my best to be peaceful until I read one, or else I might get in trouble

                    so.. how about we just agree to not cheat, to be honest in our gameplay, and drop all the exploits talks and what ifs. And then maybe rommel could send the save and but out of our game... posthaste

                      The main point of the discussion has been that most people cheat without realizing it because they are not aware of the flaws in the PBEM system.

                      Making the rules and enforcing them are two different issues. This isn't a national governmental concern- if a dispute does arise, we'll use the rules to resolve it. That's why it seems like a good idea to be aware of them in advance...

                              I'm willing to go with the majority as far as the rules are concerned.

                              I'd like to ask forgiveness in advance if I forget to include the date in my turn posting. I'm in several games and I usually email all the turns out and post in one bunch. At that point, my short term memory for numbers starts to cut out!
